In France, the Revolution sought to replace Christian charity and philanthropy, deemed insufficient and uncertain, with assistance. Assistance became a moral duty towards citizens in distress, supposed to apply to everyone and eradicate poverty. However, lacking sufficient financial resources, the State was unable to do this. Private charity continued to dominate until around 1875 (it continued thereafter, but was now added to the Republic's efforts to help the most destitute). The case of the former Saint Louis hospice in Chalon sur Saône in the 19th century is a perfect illustration of this situation.
